So it appears the radio didn't power down completely and it had a hiccup. Draining the residual electrical currents seemed to cause the system to do a full system check and work.
WTF is this Toyota? Why don't your technician's know this?!
Best bet is probably a aftermarket radio unit which should be around $300 for a nice mid-grade one.
I'd check these forums as someone recommended a pioneer unit and has reported the ability to change Toyota's settings.

I paid $20 for 2 days access and "printed" everything I could need to a .pdf and made a file structure for different maintenance categories such as Brakes, Transmission, Engine, ETC.

If after a few days or "drive cycles" the TRAC light and VCS still comes on try these procedures.
It's weird how a dead battery resets the system and you need to let it recheck everything but it helped me slide through state inspections for my '99 intrepid. Never found the damn EVAP issue!!

Loosen lug nuts, jack rear of car, remove lug nuts, remove wheel, then what? Remove the drum and check something?
Never had drum brakes before. Disc's are easy peasy
