Best is a matter of opinion. My stock 17" wheels came with 215/45R17 tires. But I've heard 225/45R17 tires make your speed match your speedometer reading more accurately.
Personally, I would upgrade to 18x8 +35mm offset with 225/40R18 tires.
Check for highly rated hitches in Amazon that specifically fits your vehicle. I you don't find hitches that match, go directly to the manufacturers websites or contact them directly to check fitment compatibility. Curt Manufacturing seems to be of the highly rated companies.

Being that you're in California, you can't do much for your intake without failing smog other than replace the filter to a high flow type. You can do everything else to your exhaust as long as you don't remove the catalectic converter. Just don't make it annoyingly loud. LOL!
