2001 Corolla LE - Running Lights stay on all the time.

I have a 2001 Corolla with what appears to be a common problem with 2000-2002 Corollas. The running lights stay on even with the key in the "off" position. I already replaced the DRL relay above the glove box and it is smoked already. I keep reading that it is a bad ground at the C203 connector that causes this problem. Does anyone know the exact location of this connector? Or is there another source of this problem? As common as the problem is, it seems there would be a definite fix out there somewhere with specific locations for the connectors and bad wires. Any help would be greatly appreciated.
