Head Lamp and radiator fan won't turn off

2010 corolla Head Lamp and radiator fan won't turn off even is the key is off.

Is the accessories still on like radio and cigarette lighters?

no I can turn off the radio & cigarette lighters? Also the remote control is not working. Replace also the Cooling fan control module.
Check all fuses and fan relay.

Since both items are on I would rule out the fan control module and the DRL (daytime running light) module being a problem. Sounds like a bad ignition switch. In my car if I turn the key ever so slightly forward and hold it in between Off and ACC my fan will turn on and nothing else will but if I turn it a little bit further into it's first position "ACC" the fan will turn off and the ACC's (radio and the likes) will turn on; if I turn it a little backwards from "ACC" towards "Off" the ACC's will turn off and the fan will turn on and if I continue turning it backwards to "Off" everything will turn off.
