Then re-open another case with the Better Business Bureau advising them the case has not been resolved and they were lied to. They only know what they have been told and what they have been told is incorrect. The more pressure you can put on these characters, the better!

I think go with the experts, (the lawyer), advice.

Contact them and tell them what is going on and that they are being lied to. It's not resolved, but with the lies they were fed, they think it is. Tell them what is going on.

Maybe they put red caps on so the light will emit a red color and be easier on the eyes for night time driving.

For Toyota to warranty a defective catalytic converter, yes a certified Toyota automotive technician will need to diagnose that. I don't think they'd make you pay for the diagnostic time though if the catalytic converter is indeed defective, as that should be covered under warranty too.
