Perhaps a little bit louder than that. Been a few years.

Mine was making a definite hissing sound but never a hard pedal. I did notice that the pedal was not returning to it's normal height. I replaced the booster before it got any worse.

Had the same problem on a Ford Ranger. Had to replace the power brake booster to get the hissing to go away.

I think that's just a diagnostic run on the tach itself at start up, not the engine redlining. My sisters 2009 does the same thing.
