Checked mine last night. 2015 S. And it does click to prove closed. From user manual page 196 "After refueling, turn the fuel tank cap until you hear a click. Once the cap is released, it will turn slightly in the opposite direction."

I have the S so may be different - The indicators for headlights and turn signals are high on the instrument panel and easily hid by the steering wheel if you are tall.

That is correct action. Check page 137 of the 2015 user manual. It is designed that way to reduce road noise.
