i got it all cut and girded out but dont have a welder i was looking for an easyer fix but i found someone to patch it for me

spun a bearing on 4th cylinder at 130,???

i have a 1980 te72 witch i thought was really clean till i looked under neath to see a rust hole in the frame and floorboard only spot that was rusted tho its about the size of a school binder on the floorboard but only a few inches of rust on the frame how should i go about repairing this?
