If you rear view mirror has any buttons or temp display like that... Then that's what they are for. Also if its a base model I think manufactures just leave them their and don't bother to take them out.

You have to look at it to see if it is into the plastic or on the plastic. If it is scratched into I don't think there is much you can do. If it is on top of the gloss coat then you might be able to buff it off. Sent from my HTC One V using Tapatalk 2
