CEL Not Flashing in Diag Mode

Took my 91 base sedan in to get smoged today, and everything passed fine, except the timing check. When he went to do the timing and hooked up to the diag port the CEL did not flash.

I got home and switched the ingnition to ON and jumpered TE1 and E1 in the diag port, and same deal, light does not flash like it is supposed to, just stays solid on.It's not a simple bulb issue. I suppose it could be something simple like the contacts on the diag port are corroded and thus aren't passing electrons, I can hope at least. Even if it's that, how do you clean that? Just spray contact cleaner in there, and hope for the best?

If that's not it, anyone have any other ideas as to why the light wouldn't blink like it should? Also, not sure if this is related, I went ahead and checked the timing while I was looking at it, and it jumps back and forth between 5 and 10. I assume this isn't good either, not sure if it will make me fail the test if I can get the CEL to flash though.
