Cooling fan doesn't turn on

I'm helping someone else with his 06 Corolla. I took a test light to chase down the relays. It has two. I applied the test light to the green side of the relay from the battery ground (this would give it some ground as well as test for power) and the fan came on, the test light didn't.

It seems this is a relay that is triggered by closing the ground, but I haven't confirmed.

The relay is 4 posts has 1 constant power and one that seems to be switch based on engine temp (I'll confirm after the engine cools). The owner says the fan doesn't come on, yet the temp was showing straight level and didn't rise much after some 15 min idle.

I've replaced the relay with several other, one known good.

Does anyone have any suggestions? Is this a common issue with these cars?

The relay has 2 sources of power, I'll confirm in the morning if one is temp switched or not. It seems like it has a weak ground all the sudden for some reason.
