Master cylinder?

OK 94 corolla with less than 150,000 miles on it and the brakes will not work in drive. Great pedal pressure when the car is off, and will brake in both reverse and neutral but as soon as I start the car I lose all pedal pressure and it just won't brake while in drive. I replaced all the lines, checked calipers, bleed the friggen lines a dozen times, pads rotary ect are excellent, absolutely no leaks anywhere, checked the hoses to the manifold and the brake booster and the valves are working fine. Im thinking it's possibly a bad master cylinder or possibly fluid in the brake booster? But I feel like that doesn't explain how the brakes only fail while in drive. Any help would be appreciated, I feel like Im going crazy trying to figure this out. Thanks.
