Wierd Cooling Issue

Hi everybody.
im new to this forum and desperate for some help.
i have a 1994 corolla 4afe. its done 287000kms.
ive done alot of work on keeping this car running, but i have never had a problem with the cooling.
last year i changed the thermostat like i usual do every so often and didn't have any problem until the winter season.
the problem ive had is that the engine temp ranges from half to under quarter on the gauge. its my understanding that it should stay around the half way point.
this morning on my drive to work the gauge never managed to get past quarter.

here are the things ive done to try and fix this.
*full flush or radiator system.
*checked operation of thermostat. (opens at about 80-90 Celsius)
*replaced radiator cap.
*checked the temp sensor resistance at different temps ( All within specs ).

i also currently have a problem where the idle once its engine is warm is just over 1100rpm. ( but i don't think this is related, the TPS is possibly faulty )

i am kind of stumped on where to go next. :(
any pointers would be helpful.

note: the radiator input pipe is hot when the car reads hot and warm when temp is about quarter.
