fuel filter issues 1991 corolla

anyone ever have trouble replacing the fuel filter on a 1991? the bottom fitting will thread in 2 or 3 turns and then tighten way up. not sure how to address this, it isn't near seated. Any tips?

I'm just about to replace mine next week. I'll let you know what I find!
