Have you use a digital multimeter to check for voltage at the light bulb connectors with the light switch to the ON position? That will tell if you the whole circuit is good or you have something wrong down stream and will need to trace it back to the fuse.

When you do the bounce test, it should go down once and come up and stay. If it has to travels up and down for a good 2-3 sec then you'll need new struts/shocks.

Don't those year have each fuses to each headlight like the new 03+ Corollas? I know my old '95 Prizm LSi has this too. So it might not be the fuse; very unlikely. Could be a relay or the DRL module if it has one?
