Another option for brighter lights - looks like modifying H12s to fit into 9006s are possible - may try this for just the passenger side, as well as restoring my headlights. we'll see if that has any effect

right, improperly installed HIDs are pretty much HIDs without projectors. Get a good projector and, illegal or not, like you said I won't blind anyone. No visual inspections where I live, and I doubt even that they would know that it didn't come with HIDs, especially if it's just an OEM housing...

there IS fluctuation, perhaps you'd be the one surprised. It doesn't stop at the same spot every time. It would be "about" or "pretty much" the same spot, but as you said, that doesn't cut it. just to settle this though, i think i will go ahead and do this on my next free weekend. get the car...
