05 corolla ce P2196 O2 Denso sensor new

Hi, Im new to this forum. P2196 code on my 2005 corolla CE.
The scanner shows the precat (new Denso) sensor is sending about 3v to the ECM, too hight right? The post cat is ok about 0.5 v steady. Injectors, PCV valve, spark plugs, ignition coils and valve cover gasket have only 2500 miles on it. EFI relay is ok, there are no vaccum leaks, at least I was not able to find any leaks when I used my propane torch. The integrity of the wires and harness is ok.
I would like to know how many volts it should be on each wire of the precat sensor harness when its disconnected from the sensor and the ignition is on and the engine off, or any other suggestion that can help me to find out which is the faulty part or circuit. There is only one more thing but Im not sure if it has to do with the same issue. When the engine is running and I press the brake peddal everything is ok, however when I lose the peddal the rpm drammaticaly fall down for a few seconds, then it start working ok again. Any idea is welcome
