2007 - Flooding Injected Engine???

Hi guys,
My first post here and it is on behalf of my Sister-in-law, who is struggling a bit to make ends meet.
She called me yesterday to say that her car (2007 Corolla) wouldn't start in the morning (cold here in South Australia) and called the Auto assist company - who told her the engine had flooded.
My question is, how does a fuel injected car flood - and is this normal? What could be the cause and would it be a sensor or the like failing..?

Electronically fuel injected cars don't flood. It isn't even the carburetor that causes flooding, but the accelerator pump on the carburetor that causes flooding (pumping the gas too much when attempting to start the engine).

Before anyone can offer advise on here that is practical, we have to know how many miles (kilometers since you are from Australia) are on the car and if maintenance has been kept up on it.
