There are a ton of reasons why cruise control may not work. Faulty brake switch, bad wiring, a faulty throttle modulator, bad vehicle speed sensor.
If you're brake light bulbs function (not tail light, brake light), then we can rule that out as well as a brake like switch. If the speedometer functions correctly, we can rule out the vehicle speed sensor.
So you're left with a faulty cruise modulator, a disconnected or broken cable from the modulator to the throttle body (since those cars are not drive-by-wire), or bad wiring.
Just make sure that if you tackle this on your own, you work it out logically and don't guess and start dumping parts into the car.
