I know what company you are thinking of Vtak (trying to remember the name). What they had is equivalent to window tint (light doesn't get it but light goes out), so they were still in DOT spec. However, rattle can tints don't exhibit that property, and will block the light going in and out.

I've never seen a small O Ring on the 2ZZ engine oil filter housing, just the large one for the housing cap. He shouldn't be installing one inside the filter housing. It isn't needed and can actually damage the filter as the housing is tightened. The oil filter itself comes with built in gaskets.

What is the degree range for the LEDs? They vary from 30 to 360 depending on the type of bulb you got. If you have 30 degree LEDs then it won't be possible for the reflector to light up.
